This is a somewhat technical paper describing proposals for incorporating location data into common web standards. The purpose is to make location information available in a way which is more comprehensive, compatible across diffferent applications and which enables network effects. The authors propose standards for incorporating location data into URIs, HTTP headers, and Resource Location Metadata in HTML and XML (RDFa-compliant). They also describe a setup for a location proxy server to be used for prototyping services, as well as a Place Markup Language (PlaceML) similar to the existing KML, but with richer opportunities for descriptions.
